Draft Regional Mitigation Strategy for Arizona Solar Energy Zones Available for Review

On September 2, 2015, the Bureau of Land Management (BLM) released the Draft Regional Mitigation Strategy for the Arizona Solar Energy Zones (SEZs). The BLM has issued a Press Release on the document, and is asking the public to review and provide comments on the draft strategy, which can be found on the Arizona SRMS Project Website.

BLM requests comments by Friday, October 2, 2015.

Written comments may be submitted to the BLM Arizona State Office, One North Central Avenue, Suite 800, Phoenix, AZ 85004, Attn: Lane Cowger or via email to lcowger@blm.gov.

Public Workshop Announcement

The BLM will host a third public workshop to discuss the Draft Solar Regional Mitigation Strategy (SRMS) for three SEZs in Arizona: Agua Caliente, Brenda, and Gillespie, on September 17th from 9 a.m. to 3:00 p.m. at the BLM National Training Center (NTC), 9828 N 31st Avenue, Phoenix, AZ 85051.

Note: The workshop will not be offered via webinar due to planned open forum.

Arizona SEZ Regional Mitigation Strategy: Webinar Discussing Regional Mitigation Fee – March 25, 2015 from 1-2 p.m. Arizona Time

The Bureau of Land Management (BLM) will host a webinar to discuss the Solar Regional Mitigation Strategy (SRMS) for SEZs in Arizona on Wednesday, March 25th from 1:00-2:00 p.m. Arizona time (Pacific time).

The webinar will focus on regional mitigation fee calculation. All project information is posted to the Arizona Solar Regional Mitigation Strategy project website.

Arizona Solar Regional Mitigation Strategies: February Webinar Presentations Posted & Request for Information

Thanks to all who participated in the Bureau of Land Management's (BLM's) webinar on February 24th discussing Solar Regional Mitigation Strategies for the three Arizona solar energy zones (SEZs): Agua Caliente, Brenda, and Gillespie. Webinar presentations and revised documents have been posted to the Arizona Solar Regional Mitigation Strategy project website.

The BLM is asking the public to review and provide comment on the following:

  1. Goals & Objectives Crosswalk table (revised document posted clarifying mitigation objective)
  2. Candidate Sites Matrix: (revised document posted to clarify landscape condition row and add row on effects of future climate change)

    Stakeholders that submitted candidate sites please review and provide additional information:
    1. Fill in “NEED” cells
    2. Justify your ranking scores (row provided below each scored field for this text)
    3. Provide references supporting your matrix entries
    4. Provide cost estimate for implementing recommended action (including reference – for documentation – and/or similar case study examples)

Comments are requested by April 20, 2015. If submitting revisions to the Word version documents, please use track changes and include organization name in revised filename.

Reminder: Arizona SEZs SRMS Webinar to Revisit Regional Mitigation Goals and Candidate Mitigation Site Locations, Tuesday, February 24, 2015

The Bureau of Land Management (BLM) will host a webinar to discuss the Solar Regional Mitigation Strategy (SRMS) for three solar energy zones (SEZs) in Arizona: Agua Caliente, Brenda, and Gillespie, on February 24th from 1:00 p.m. to 3:00 p.m. Arizona time.

Webinar Objectives: 1) Revisit mitigation goals and objectives for Agua Caliente, Brenda, and Gillespie SEZs, and 2) Provide an open forum for discussion and solicit thoughts for ranking the candidate sites.

Solar Regional Mitigation Strategy for three SEZs in Arizona: Public Workshop in Phoenix, AZ, November 12-13, 2014

The Bureau of Land Management (BLM) will host a second public workshop to discuss the Solar Regional Mitigation Strategy (SRMS) for three solar energy zones (SEZs) in Arizona: Agua Caliente, Brenda, and Gillespie, on November 12th from 12:30 p.m. to 5:00 p.m. and November 13th from 8:30 a.m. to 3:00 p.m. at the BLM National Training Center (NTC), 9828 N 31st Avenue Phoenix, AZ 85051.

The workshop objective is to 1) introduce and collaborate on mitigation goals and objectives for Agua Caliente, Brenda, and Gillespie SEZs, 2) present candidate site locations nominated for consideration, and 3) provide an open forum for discussion and solicit thoughts for ranking the candidate sites. Next steps for the solar regional mitigation strategy will also be presented. A draft agenda for the workshop is available on the Arizona SRMS project website. The project website serves as a source of information regarding the status of the project and opportunities for public participation. Materials from the first workshop are available on the project website; materials from the second workshop will be posted as well.

Webinar – Resources that May Warrant Regional Mitigation & Process to Nominate Candidate Site Locations, July 9, 2014

On July 9, 2014, from 9:00 to 11:00 AM (Pacific) the Bureau of Land Management (BLM) is hosting a webinar to discuss Solar Regional Mitigation Strategies for the three Arizona solar energy zones (SEZs): Agua Caliente, Brenda, and Gillespie. The webinar will present preliminary recommendations regarding resources that may warrant regional mitigation and the process for nominating candidate site locations for regional mitigation.

The candidate site location process that will be discussed during this webinar and revised resource impact tables for each SEZ will be posted to the Project website documents page (http://www.blm.gov/az/st/en/prog/energy/solar/arizona_regional_mitigation.html) approximately two weeks prior to the webinar. Please review these documents prior to the webinar if possible.

Solar Regional Mitigation Strategy for three SEZs in Arizona: Public Workshop in Phoenix, AZ, April 2-3, 2014

The Bureau of Land Management (BLM) is developing a Solar Regional Mitigation Strategy (SRMS) for three solar energy zones (SEZs) in Arizona: Agua Caliente, Brenda, and Gillespie. The BLM will host a public workshop on April 2 and 3 at the BLM National Training Center (NTC), 9828 N 31st Avenue Phoenix, AZ 85051.

The BLM is developing SRMSs to identify potential impacts of solar development in SEZs and appropriate mitigation measures to address these impacts. SRMS development will be a public, stakeholder driven process. This two-day workshop represents the beginning of that public process. There will be additional opportunities to attend meetings and otherwise provide input as the SRMSs are developed.

A project website has been created that will serve as a source of information regarding the status of the project and opportunities for public participation. This website is available at http://www.blm.gov/az/st/en/prog/energy/solar/arizona_regional_mitigation.html.

Brenda SEZ Groundwater Model Available

The Bureau of Land Management (BLM) has released a groundwater model and report for the Brenda Solar Energy Zone in Arizona. The purpose of the Brenda SEZ Model is to assess potential impacts associated with groundwater withdrawals to support solar energy development in the vicinity of the Brenda SEZ. This is a numerical model developed using established software and hydrogeological principles that relies on publicly available geospatial, geologic, and hydrologic data.

The Brenda SEZ Model report contains further information regarding the development of the model and the results.

The report and the model are both available on the Groundwater Modeling for the Brenda SEZ page.
