When an applicant has addressed all of the steps above and an authorized right-of-way grant has been issued, the BLM can issue a Notice to Proceed. No ground disturbing activities can occur until the BLM issues a Notice to Proceed (see 43 CFR 2807.10) or written approval to proceed with ground disturbing activities.
