Solar Energy Permitting and Program Resources
Areas not evaluated in the 2012 Solar Programmatic Environmental Impact Statement (PEIS) are managed consistent with the regulations at 43 CFR 2800 (as amended in 2017) as outlined in the Procedures for Issuing Solar Energy Right-of-Way (ROW) Grants Outside of Solar DLAs. This procedure is applicable for applications in states outside the 2012 Western Solar Plan area. In addition, for lands outside of the six-state area evaluated in the 2012 Solar PEIS, a ROW grant may be issued by the BLM state director and does not require BLM Director concurrence.
