When a lessee holds a lease authorization and has complied with all of the terms and conditions for the lease, the BLM can issue a Notice to Proceed or written approval to proceed with groundbreaking activities. If the lease contains a Notice to Proceed requirement, construction, operation, maintenance, or termination may not be initiated until BLM issues a Notice to Proceed.
