The successful bidder will receive a right‑of‑way (ROW) lease following the auction. The BLM will confirm that the plan of development aligns with the pre-approved parameters of the designated leasing area (DLA) parcel. For example, the BLM will ensure that the lessee is using the appropriate technology and avoiding exclusion areas, among other parameters. Permission to begin construction is subject to terms and conditions and is granted through a Notice to Proceed.
